Martin Lutsky

Principal, State & Local Tax


Martin is a Principal within the State & Local Tax (SALT) practice at Clearview Group. He is a nationally-recognized expert with over 30 years of experience in real property valuation, acquisitions, negotiations, assessment appeals and property tax compliance in retail, office, industrial, hospitality, affordable and market rent multi-family communities, and master-planned communities throughout the United States. Martin’s work as a real estate appraiser, negotiator, and property tax director have continually proven his ability to successfully minimize his clients’ property tax liabilities. He has unparalleled knowledge in the areas of property tax planning, appeal procedures and assessment practices.

Martin spent a significant portion of his career with The Rouse Company, where he successfully minimized the tax liabilities related to the company’s 300 owned properties, as well as its managed properties and community development projects. Martin has also served as a Realty Specialist for the General Services Administration (GSA) and as the Senior Director of Real Estate Tax for the Mack-Cali Realty Corporation (an office REIT).

Martin is actively involved in accessible sailing programs in the Baltimore region including the Baltimore Downtown Sailing Center and CRAB (the Chesapeake Region Accessible Boating). He is an active volunteer with the National Sailing Hall of Fame in Annapolis; and is an active volunteer with the Ronald McDonald House and the Maryland Food Bank.

During his 30-plus years serving as a helicopter pilot in the Army and the National Guard Martin earned several Military Awards including the Bronze Star, Air Medal, Meritorious Service Medal, and an Army Commendation Medal.


Martin attended Penn State University where he graduated with a Bachelor of Science in Forest Science. Martin received his Masters in Business Administration from Rivier College, and his Master of Science in Real Estate from Johns Hopkins University.
